1.    The Federal Government of Somalia has received financing from the World Bank toward the cost of the Project “Somalia Food Systems Resilience Project (FSRP)” for implementing through the Ministry of Agriculture  and Irrigation, and intends to apply part of the proceeds toward payments under the Contract for “Procurement of Thirteen Vehicles for Puntland FSRP Implementing Agencies, PCU, Ministry of Agriculture and Irrigation, Ministry of Environment, Range and Climate Change and Ministry of Livestock & Animal Husbandry”.

2.    The Ministry of Agriculture and Irrigation of Puntland State of Somalia, now invites sealed Bids from eligible Bidders for Procurement of Vehicles for Puntland FSRP Implementing Agencies of Agriculture and Irrigation, Environment, Range and Clime Change and Livestock and Animal Husbandry:

*Note: “Bidder must bid for both items and 100% of the quantity of the items. A bid quoting only one item or incomplete quantity of the items will be considered non-responsive and will be rejected”.

3.      Bidding will be conducted through National Competitive Procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016 and revised in November 2017 and August 2018, November 2020, September 2023 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations. In addition, please refer to paragraphs 3.14 setting forth the World Bank’s policy on conflict of interest.

4.      Interested eligible Bidders may obtain further information for Procurement of Vehicles for Puntland FSRP Implementing Agencies of Agriculture and Irrigation, Environment, Range and Clime Change and Livestock and Animal Husbandry from FSRP Office, Puntland Ministry of Agriculture and Irrigation, Garowe, Somalia via Email to acting.procurement@moai.pl.so and inspect the bidding documents during office hours 09:00 to 16:30 hours Mogadishu local time from Saturday to Thursday exclusive of public holidays at the address given below.

5.       A complete set of bidding documents in English may be obtained by interested eligible bidders     upon the submission of a written application to the address below.     

6.    Bids must be delivered to the address below on or before 13:00 Hrs. Garowe time on 28^th Feb-2025. Late Bids will be rejected. The Ministry of Agriculture and Irrigation Bidders .

7.       Bids will be publicly opened in the Conference Room, Ministry of Agriculture and Irrigation in the presence of the Bidders’ designated representatives and anyone who chooses to attend at 10:30 Hrs. Garowe time on 28^th Feb- 2025 at the address below. Electronic Bid opening is allowed, and the Bidders can also participate through Zoom video teleconferencing.  

8.      All Bids must be accompanied by a Bid-Securing Declaration.

9.      Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
