1. BACKGROUND OF THE PROJECT
The Somalia Food Systems Resilience Project (S-FSRP) is financed by the World Bank as part of a regional Food Systems Resilience Program aimed at strengthening food security, enhancing resilience of agricultural and livestock systems, and improving preparedness against climate and crisis shocks in Eastern and Southern Africa.
In Puntland State, the project is implemented by the Ministry of Livestock and Animal Husbandry (MoLAH), in collaboration with the Ministry of Agriculture and Irrigation (MoAI), the Ministry of Environment, Range and Climate Change (MoERCC), and other relevant stakeholders.
The project includes the following components:
· Component 1: Rebuilding Resilient Agricultural and Livestock Production Capacity
· Component 2: Supporting Sustainable Natural Resource and Rangeland Management
· Component 3: Improving Market Access and Livestock Value Chain Development
· Component 4: Strengthening Policy and Institutional Capacity
· Component 5: Project Coordination and Management
MOAI intends to recruit a Agricultural Specialist to provide technical leadership for agriculture related interventions across these components in Puntland.

2.RESPONSIBILITIES The Agriculture Specialist will be responsible for, but not limited to, the following: Lead technical planning and implementation of agricultural production and productivity interventions under Component 1, including demonstration farms, irrigation support systems, seed system strengthening, soil fertility management, and crop production programs. Promote climate-smart agriculture (CSA), drought-resilient crops, and sustainable farming systems while ensuring technical quality assurance of agricultural infrastructure and service delivery. Coordinate agriculture-related interventions across Components 2, 3, and 4, ensuring coherence between agricultural production, sustainable land management, watershed protection, soil conservation, agricultural value chains, market linkages, and institutional strengthening initiatives. Provide technical guidance on seed systems development, including certified seed multiplication, seed quality control and testing, regulatory frameworks, and sustainable seed distribution mechanisms. Develop agriculture extension guidelines and training materials, and support capacity building of extension officers, Farmer Producer Organizations (FPOs), community groups, and cooperatives on climate-smart agriculture, integrated pest management, soil health, and water-efficient production systems. Provide technical inputs to procurement and infrastructure development processes, including preparation of ToRs, technical specifications, Bills of Quantities (BoQs), and design reviews for agriculture-related civil works, and participate in technical evaluation committees where required while supporting contract supervision and quality compliance. Conduct field monitoring and technical supervision, contribute to agriculture-related indicators under the project Results Framework, and support data collection, analysis, and reporting for quarterly and annual project progress reports aligned with the project M&E system. Support policy and institutional strengthening, including review and development of agricultural strategies, regulatory frameworks, and sector development plans for the Ministry of Agriculture and Irrigation. Facilitate stakeholder coordination and participatory planning processes, working closely with relevant ministries, district authorities, community leaders, farmer groups, and ensuring inclusion of women, youth, and vulnerable groups in agricultural interventions. Document lessons learned, good practices, and success stories, and support preparation of materials for World Bank implementation support missions and cross-state knowledge exchange under the FSRP.
3. SELECTION CRITERIA
Selection will be based on qualification, experience and skills of the candidate and followed by an interview.
· Master’s Degree in Agriculture, Agronomy, Crop Science, Agricultural Economics, or related field.
· Minimum 10 years of professional experience, with at least:
o 5 years in agricultural production, seed systems, irrigation, or extension services.
· Experience in donor-funded projects (World Bank experience highly desirable).
· Demonstrated experience in climate-smart agriculture and resilience programming.
· Experience in institutional capacity development and policy analysis.
· Strong understanding of agricultural systems in Puntland/Somalia.
· Experience in monitoring and results-based management.
· Excellent report writing and analytical skills.
· Fluency in English and Somali.
· Strong computer skills (MS Office and data management tools).
4. REPORTING
The Consultant will report administratively to the State Project Coordinator (SPC) and provide technical reports to the Director General of MoAI, and coordinate with the National Project Coordination Unit (NPCU) as required.
5. TIMING / DURATION OF ASSIGNMENT
The consultant shall be contracted for an initial twelve (12) months period, renewable subject to satisfactory performance, continued project need, and availability of funds.
6. SUBMISSION REQUIREMENTS
The attention of interested Consultants is drawn to section III, para 3.14,3.16 & 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Projects Financing Goods, Works, Non -Consulting and Consulting Services, July 2016, revised November 2017, August 2018, November 2020 and September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Individual Consultant method set out in the World Bank Procurement Regulations.
