1. BACKGROUND OF THE PROJECT

The Somalia Food Systems Resilience Project (S-FSRP) is financed by the World Bank as part of a regional Food Systems Resilience Program aimed at strengthening food security, enhancing resilience of agricultural and livestock systems, and improving preparedness against climate and crisis shocks in Eastern and Southern Africa.

In Puntland State, the project is implemented by the Ministry of Livestock and Animal Husbandry (MoLAH), in collaboration with the Ministry of Agriculture and Irrigation (MoAI), the Ministry of Environment, Range and Climate Change (MoERCC), and other relevant stakeholders.

The project includes the following components:

·       Component 1: Rebuilding Resilient Agricultural and Livestock Production Capacity

·       Component 2: Supporting Sustainable Natural Resource and Rangeland Management

·       Component 3: Improving Market Access and Livestock Value Chain Development

·       Component 4: Strengthening Policy and Institutional Capacity

·       Component 5: Project Coordination and Management

MOAI intends to recruit Agribusiness & Value Chain Specialist to provide technical leadership for Agribusiness & Value Chain related interventions across these components in Puntland.

2.RESPONSIBILITIES The Agribusiness and Value Chain Specialist will be responsible for, but not limited to, the following: Lead planning and implementation of Component 3 – Agribusiness and Value Chain Development, including preparation of workplans, budgets, and implementation schedules. Support the selection and strengthening of priority value chains and producer organizations (FPOs, LPOs, CIGs, and SMEs), ensuring inclusive participation of women, youth, and vulnerable groups. Provide technical guidance for agribusiness development, including business planning, enterprise development, market linkages, and private sector partnerships. Facilitate capacity building for producer organizations and agrifood enterprises on governance, financial management, marketing, quality standards, and post-harvest handling. Coordinate activities that improve access to finance for producer organizations and SMEs, including financial literacy and linkages with financial institutions. Provide technical inputs for market-related infrastructure and services, including preparation of ToRs, technical specifications, and support to design and operational planning. Ensure coordination with Components 1, 2, and 4, linking value chain development with agricultural production, natural resource management, and project coordination systems. Support monitoring, evaluation, and reporting, including field supervision, tracking of Component 3 indicators, and preparation of progress reports. Ensure stakeholder coordination and compliance with procurement, fiduciary, and environmental and social safeguards, while documenting lessons learned and supporting knowledge sharing.

3. SELECTION CRITERIA

Selection will be based on qualification, experience and skills of the candidate and followed by an interview.

·       Master's degree in Agribusiness, Agricultural Economics, Value Chain Development, Rural Development, Business Administration or related fields (Bachelor's degree with extensive relevant experience may be considered).

·       At least 10 years of progressive experience (or 7 years with a Master's degree) in agribusiness development and value chain programs, preferably in fragile contexts.

·       Proven experience in strengthening producer organizations and SMEs, facilitating market linkages and supporting market systems development.

·       Experience working with government counterparts and donor-funded programs; World Bank project experience is an advantage.

·       Experience supporting grant mechanisms (matching grants/inclusion grants) and/or financial inclusion initiatives is a strong advantage.

·       Strong analytical, writing and documentation skills (workplans, ToRs, reports and briefs).

·       Facilitation and training skills; ability to engage effectively with communities and the private sector.

·       Good understanding of market infrastructure functionality and operational models (not necessarily engineering design).

·       Strong coordination, diplomacy and problem-solving skills.

·       Proficiency in MS Office; familiarity with digital data tools (e.g., Kobo/ODK, dashboards concepts) is an asset.

·       Fluency in Somali and strong working knowledge of English.

 

4. REPORTING

The Consultant will report administratively to the State Project Coordinator (SPC) and provide technical reports to the Director General of MoAI, and coordinate with the National Project Coordination Unit (NPCU) as required.

5. TIMING / DURATION OF ASSIGNMENT

The consultant shall be contracted for an initial twelve (12) months period, renewable subject to satisfactory performance, continued project need, and availability of funds.

6. SUBMISSION REQUIREMENTS

The attention of interested Consultants is drawn to section III, para 3.14,3.16 & 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Projects Financing Goods, Works, Non -Consulting and Consulting Services, July 2016, revised November 2017, August 2018, November 2020 and September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.  

A Consultant will be selected in accordance with the Individual Consultant method set out in the World Bank Procurement Regulations.
